You may also send a message if you feel harrassed in any way; or if someone has abused this content. On Site Reports, if you see that someone in the banned area is using a part of the site forbidden to them (i.e., if you see a name [ex. Blahblah] in the banned area for abusing the chatbox, and you see them using it, you can report).
You can chat with any member you like. Again, if you're harrassed and feel uncomfortable, don't suffer in silance. Report it. Harrassment, in any form, is a sign of danger, especially on the Internet.
